Pet animals
Pet animals shall be defined as:
- dogs, cats and ferrets;
- rodents and rabbits other than those intended for food production;
- all species of birds except poultry*);
- reptiles;
- amphibia;
- ornamental aquatic animals kept for ornamental purposes in non-commercial aquariums;
- invertebrates (except bees, bumble bees, molluscs and crustaceans).
*) „poultry“ means fowl, turkeys, guinea fowl, ducks, geese, quails, pigeons, pheasants, partridges and ratites (Ratitae) reared or kept in captivity for breeding, the production of meat or eggs for consumption, or for re-stocking supplies of game
Non-commercial movement
Non-commercial movement of pet animals (i. e. “travelling”) means:
- „non-commercial movement“ means any movement which does not have as its aim either the sale of or the transfer of ownership of a pet animal;
- pet animal during the non-commercial movement shall accompany the owner who is indicated in the identification document of the animal or any natural person who has authorisation in writing from the owner to carry out the non-commercial movement of the animal on behalf of the owner (i.e. the “authorised person”).
Competent authority in the Czech Republic
The checks of pet animals according to Article 34 of Regulation (EU) No 576/2013 are performed at the point of entry by the customs authorities within the frame of the customs inspection process involving the passengers and their luggage.
Important updates
New and amended EU legislation governing the movement of dogs, cats and ferrets and other pet animals
With effect from 22 April 2026, a set of new and amended European Union legal acts will enter into force, comprehensively regulating non‑commercial and commercial movements of dogs, cats and ferrets and other pet animals, their identification, traceability, veterinary requirements, and related animal health protection measures.
Set of EU legal acts:
- Regulation (EU) 2016/429 of the European Parliament and of the Council on transmissible animal diseases and amending and repealing certain acts in the area of animal health (Animal Health Law – AHL)
- Commission Delegated Regulation (EU) 2026/131 Veterinary requirements for non‑commercial movements of pet animals (dogs, cats, ferrets) (supplementing Regulation (EU) 2016/429)
- Commission Delegated Regulation (EU) 2026/132 Rules on the identification and traceability of kept dogs, cats and ferrets (amending Regulation (EU) 2019/2035)
- Commission Delegated Regulation (EU) 2026/134 Surveillance and status of territories free from infestation with Echinococcus multilocularis (amending Regulation (EU) 2020/689)

- Commission Implementing Regulation (EU) 2026/848 New models of veterinary certificates for the movement and entry of dogs, cats and ferrets (amending the Annexes to Regulation (EU) 2021/403)
The above‑mentioned legal acts replace, as of 22 April 2026, the legislation previously governing the conditions for the movement of dogs, cats and ferrets and other pet animals in the context of non‑commercial movements.
All conditions and requirements applicable to the movement of dogs, cats and ferrets and other pet animals are comprehensively laid down in the above‑mentioned legal acts. Information published on the websites below will be regularly updated in accordance with these new legal provisions.
